How do we design large-scale assessments that meet high methodological standards while also working within the realities of schools, systems, and policy needs?

In this FLIP+ webinar, Emanuele Meier and his team from the Competence Centre for Innovation and Research on Education Systems (CIRSE) at SUPSI will reflect on the experience of developing and implementing a population-level assessment programme in the Canton of Ticino, Switzerland.

Based on two full assessment cycles from 2021 to 2025, the session will explore three core tensions that shape assessment design in practice:

  • psychometric rigour and operational constraints
  • measurement precision and usability for non-expert audiences
  • research-driven questions and policy-oriented decision-making needs

The webinar will show how these tensions influence concrete choices in item development, model selection, test length, equating, and reporting. It will also highlight how a layered reporting approach can help make results actionable for teachers, school leaders, and policymakers without losing methodological credibility.

This session offers useful insights for anyone involved in designing, implementing, or interpreting large-scale assessments and invites reflection on how to build systems that are both robust and usable.

Presenter bios

Emanuele Meier
Emanuele Meier is a researcher and lecturer at the Competence Centre for Innovation and Research on Education Systems (CIRSE) at SUPSI, and Assistant Professor at HEG-Fribourg. He holds a degree in Social Sciences and a Master’s in Social Psychology from the University of Lausanne. His work focuses on quantitative methods in education and social research, spanning psychometrics, large-scale assessments, and the design of tests and questionnaires, with the aim of producing robust evidence to inform educational practice, policy, and system-level decision-making.

Alberto Crescentini
Alberto Crescentini is a lecturer-researcher at the Competence Centre for Innovation and Research on Education Systems (CIRSE) at SUPSI. He holds a PhD and is a psychologist and psychotherapist. His research focuses on educational systems, large-scale assessment, and student transitions. He has led several key projects in Ticino, including the development and analysis of standardized competence tests in compulsory education, as well as studies on inclusion and student pathways.

Marina Pettignano
Marina Pettignano is a researcher at the Competence Centre for Innovation and Research on Education Systems (CIRSE) at SUPSI. She holds a Master’s degree in psychology and is currently pursuing a PhD in psychology at the University of Lausanne. Her research focuses on educational systems and large-scale assessment, as well as positive psychology, classroom interactions, and special educational needs.
